set POSITION_QC from LATX_QC or LONX_QC after validation 

 give same value for  LATX_QC and LONX_QC only inside
 QC_OffMenuCallback function
add variables LATX_QC and LONX_QC from POSITION_QC
add these variables to plot_validation
they are saved into POSTION_QC before writing netcdf file
